Visit the sites below and go through the free quick time movies online, which will give you a good idea on how to construct a web site using Adobe Golive Web Building Program 4 or 5

You may have to go over each quicktime movie many times.
You will know how to build and put a web site up on the net long before you get through all the movies.
Step Two
Purchase a Golive Web Building Program. If you can afford a new one, great. http://www.adobe.com/products/golive/main.html
If you can't go for getting a second hand disc.
You can buy a second hand Adobe Golive Educational Version for around $NZ80.00
As you go through the quicktime movies in your own time you will soon be building a small web site on your computer. Once you get to that stage you can then find [cut and past information and save pictures] from the many ABLE and IHELP Sites on the net to build your site.
Once you have a site built it is time to get it authorized by ABLE , NARCONON OR IHELP with a CSW. You can contact them for the forms to do that. It consists of printing out each page of your site, hard copy, and then sending them a copy on disc for viewing, correction etc with a CSW.
Step Three
Choose a domain name for your web site and get it registered Register Domain

Once you have permission to launch the site put it up on the net. You may even want to put it up earlier which shouldn't be a problem as it is not yet on the main search engines etc and no-one really knows its there
After that you send the site into the search engines and expand [put more pages up] it as you go.
